Is there, or isn’t there a crime plan?

Recently, Charlie Winburn stated that City Council does not have a crime plan.  Is it true?  Not according to documents recently forwarded to The Cincinnati Beacon from a source inside City Hall!

Check out the following, which appears to be some sort of crime plan allegedly being utilized by Cincinnati City Council:

How many people out there are familiar with this crime plan? I have personally never heard of it before.
