Heimlich Paid $1M+ To Private Company To Review Department That Misspent Millions, But Where is Final Report? What did it show?

[September 21, 2006] Hamilton County—At a debate today, County Commission Candidate David Pepper demanded that Phil Heimlich release the results of a $1 million study Heimlich funded several years ago to review the Hamilton County Department of Jobs and Family Services.

"Phil Heimlich spent more than $1 million to review a department that, it turns out, was misspending money at a drastic rate,” Pepper said.  “Did Phil waste another $1 million through this process? Did the study even uncover the enormous problems we now know were pervasive in the department?  And if not, we should demand the $1 million back.”

Between 2002 and 2004, Heimlich paid AT Hudson Company millions of taxpayer dollars to review County departments.  More than $1 million was spent to review the Jobs and Family Services department.  County “insiders” have said the draft of AT Hudson’s review was uninformed and inadequate, and that people have never seen the final product.

“Phil Heimlich spent more than one million dollars to review a department that we now know was deeply troubled—but it took the state to identify millions in misspending, and Phil Heimlich said as recently as two weeks ago that the department was fine,” Pepper said. “Something isn’t adding up.”

Even though he approved the budgets of 2003 and 2004 where much of the spending occurred, and conducted this $1 million study of the department, Heimlich claims he is not responsible for the misspending uncovered in the two audits.
