Calling for a Takeover of Norwood, St. Bernard

The City of Cincinnati has two separate cities totally enveloped within its boundaries: Norwood, and St. Bernard. Why is that? What is different about Norwood and St. Bernard that would make them separate entities? Does it have anything to do with Norwood’s old car manufacturers and St. Bernard’s P&G? When all of the area’s neighborhoods got established as the City of Cincinnati, did corporate interests keep Norwood and St. Bernard separate, perhaps for some taxing purposes?
I don’t know the historical answers to these questions, but I’m curious. If anyone has some insights, please leave them in the comments.
If Norwood and St. Bernard were created by corporations trying to stay separate from Cincinnati government, was that a good idea? Does it continue to be a good idea?
Would it be more beneficial to all parties if these two cities stayed separate, or should Cincinnati engage a takeover?
